Are we about to see Flutter bid for the Italian Lottery License?

You may be an enthusiastic online gamer and gambler – but still not have heard of the company behind many of the best-known sites. You may even be an expert at discovering the best casino sites online – but not be aware that they are owned by the same multinational operator. Flutter Entertainment has grown to become today’s biggest company in global sports betting. It owns major brands, including Paddy Power, Betfair, PokerStars, Sky Bet, and FanDuel. The company operates in over 100 markets worldwide and has expanded rapidly in the last decade.

Flutter began as Paddy Power, a Dublin-based bookmaker. Then it merged with Betfair in 2016. In 2019, it rebranded as Flutter Entertainment. The move signaled its ambitions beyond the UK and Ireland. It acquired The Stars Group, bringing PokerStars and Sky Bet under its umbrella and transforming Flutter into the world’s largest online gaming company.

The company dominates the US sports betting market through FanDuel. With betting legal in over 30 states, FanDuel controls nearly half of the market. FanDuel is more than likely to be the top recommendation at a lot of comparison sites. In Australia, its Sportsbet brand leads online wagering. In the UK and Ireland, Paddy Power and Betfair remain household names.

Its share price continues to rise as gambling regulation expands. Flutter’s annual revenue exceeded £9 billion in 2023. The company is listed on the London Stock Exchange and recently moved its primary listing to New York. This seemed to reflect its US-focused strategy, so industry watchers were surprised by the recent speculation linking Flutter with a major European expansion.

The Italian lottery

Flutter is reportedly considering a bid for Italy’s national lottery license. This is a big deal in the gaming world – the contract is valued at approximately €4.3 billion/£3.6b/$4.7b. The Italian Agency for Customs and Monopolies has initiated the bidding process for this nine-year license, setting a minimum bid requirement of €1 billion. The license, currently held by LottoItalia, covers one of Europe’s most lucrative lottery markets. The Italian lottery is part of its national culture. It’s incredibly popular, generating revenues of $12.8 billion in 2024 and projected to reach $17.1 billion by 2030.

The license offers the holder a 6% commission on revenues, translating to an estimated gross remuneration of €460 million a year. Flutter’s interest in this license actually aligns with its expansion in the Italian market. In September, Flutter agreed to acquire Snaitech, one of Italy’s largest gambling companies, for €2.3 billion.

This acquisition is expected to boost Flutter’s online market share in Italy to approximately 30% when combined with its existing operations, including ownership of Sisal.

Industry analysts view Italy’s lottery market as a valuable asset. Marco Rossi, an Italian lottery industry expert, says: “Italy’s lottery market is a jewel in Europe’s gambling crown. Any major operator would see value in securing this license.”

That’s why Flutter is likely to face stiff competition. This could become a high-stakes contest with billions on the line, like a top-level game of poker between global powerhouses. Securing the Italian lottery license would enhance Flutter’s revenue and solidify its position in the European gambling market. The outcome could significantly influence Europe’s gaming market in the coming years.

What Would a Bid Mean for Flutter?

A successful bid would mark a major milestone for Flutter. From its humble Paddy Power roots, this would diversify the company’s portfolio way beyond sports betting and online casino games. The lottery sector offers a stable revenue stream that’s often less volatile than sports betting. If Flutter wins, it could gain a stronger foothold in Italy and attract even more new customers traveling to or living in Europe.

It would also add to its existing Italian presence through Sisal, which it acquired in 2022. For the industry, a Flutter bid could reshape the market. Established European lottery operators like Lottomatica and IGT may also enter the race. But if Flutter succeeds, it could signal a shift towards multinational firms moving into these national lottery markets.

Changes in the Entertainment Sector

Experts believe that the potential bid aligns with broader trends in the global gambling industry. Customers have been discovering the best casino sites using third-party reviewers for some time now across the US, and we have seen a huge increase in iGaming because of this. Comparison sites for gambling increasingly highlight lotteries as a lower-risk gaming option, meaning there could be huge potential there for lower-risk customers.

This shift has made lotteries more appealing to casual players looking for entertainment rather than high-stakes betting. There aren’t many thrills in lottery bets – but it is a very low-cost option for punters. As the Italian government prepares for a competitive bidding process, operators will weigh their options. If Flutter enters the fray, it could set the stage for one of the biggest lottery battles in recent years.

The Italian Lottery License is a major opportunity – for someone.

Flutter’s track record suggests a strong interest in expansion. With its financial power and operational expertise, the company could be a serious contender. Whether it bids remains to be seen. If Flutter makes a move, it could reshape the lottery landscape.
